4 scallions, chopped fine

1/4 cup fresh lime juice

2 tablespoons finely grated lime zest

2 tablespoons safflower oil or 2 tablespoons other mild oil

2 cloves garlic, minced

1 tablespoon coursely ground black pepper

1 teaspoon ground cumin or 1 teaspoon coriander or 1 teaspoon chili powder or 1 teaspoon curry powder (optional)

1/4 teaspoon kosher salt
